Eligibility
  1. All secondary schools registered with the Education Bureau are eligible to participate in the competition.
  2. Each participating school must:
    • assign at least one qualified teacher with debating / liberal studies / language teaching experience to be one of the judges during the Preliminaries and provide at least 2 options of date, either one day is required to be on the 1st preliminary or 2nd preliminary;
    • provide venue for the competition for at least one day; and
    • suggest 4 motions for use in the competition.
      Should any school fail to assign a judge for the Preliminaries or provide a venue for the competition for at least one day, the concerned school's eligibility to participate in the competition next year may be affected.
  3. Once teacher/coach of participating school has appointed as judge of designated competition, teacher/coach must attend on time. If he/she fails to attend due to circumstances, he/she must notify the Organising Committee 3 days before the competition and provide a substitute teacher/coach to act as judge. If he/she is absent for no reason, the school’s eligibility to participate in the competition this year and/or next year may be affected.
  4. Each participating school can send a maximum of two teams to take part in the competition, one team for the English Section and the other team for the Chinese (Cantonese) Section.
  5. Each team should consist of 4 to 10 members, 3 of whom as formal representatives of the school for the competition and the remaining 1 to 7 members as standbys.
  6. Each team should be led by a coach who will also act as the coordinator.
  7. Each team should assign representatives to attend the Briefing Seminar.
Remarks:
  1. Owing to the limited quota for participation, applications will be processed on a first-come, first-served basis according to the time of successful receipt of the applications online until the quota is full.
  2. Should any school fail to assign a judge for the Preliminaries or provide a venue for the competition for at least one day, the concerned school's eligibility to participate in the competition next year may be affected. The Organising Committee will strictly execute this requirement.
  3. Please contact the Organising Committee via phone (3181 3370) or email if there are any technical problems during online enrolment. The application results will not be altered because of technical problems in online enrolment.

Section Three:Judges Information
Each participating school must assign teacher(s)/ coach(es) to act as member(s) of the judging panel for the competition at least once and provide at least 2 options of date, either one day is required to be on the 1st preliminary or 2nd preliminary. If participating school cannot provide venue for the competition, please assign at least one qualified teacher with debating / liberal studies / language teaching experience to be the judge during two Preliminaries and available on all three days, either one day is required to be on the 1st preliminary or 2nd preliminary. The Organising Committee shall contact the assigned judges and provide competition details, including date and time, two weeks before the competition. Judges are advised to reserve their time for their selected date of adjudication. Should any teams fail to fulfill the requirement, its right to participate in next year's competition may be affected.

Section Four: Competition Venue Provision
Each participating school must provide a venue at least once for the competitions (Usage time: 8:00am-2:30pm), and arrange for teacher and helpers from their schools to assist on the days of the competition.*

Section Five: Motion Suggestion
Each participating school must suggest four motions for the competition and may choose to elaborate each of their suggested motions according to the judging criteria in not more than 200 words. The motions will also be considered for the 'Best Motion Award'

Section Six: Briefing Seminar
The official draw for the tournament list of the Competition will be taken place in the Briefing Seminar, which will be live streaming on Facebook.

Section Seven: Authorization
It is to confirm that our school agrees to accept and follow all the rules of "The 40th Sing Tao Inter-School Debating Competition".
Participants agree and understand that photos and videos may be taken during the event, and these captured images and video clips may be used for future promotional and publicity purposes by Sing Tao News Corporation.
